CCTV at Cleeve Wood Road Shops

In August 2018 CCTV was installed along the rank of shops at Cleeve Wood Road in Downend, Bristol. The CCTV installation was funded by the Cleeve Wood Road Shops Regeneration Group (and through a 25% donation from the local parish council) . The CCTV installed is in addition to any CCTV also installed by the specific businesses within the rank. This is a community-led initiative, operated and maintained by the businesses in Cleeve Wood for the benefit of the area. It is not managed by a large company or outside organisation.

The aim of the CCTV is to aide with crime prevention and public safety. The cameras are intended to make the area around Cleeve Wood Road shops more safe and secure by offering CCTV recording.

General Information:  CCTV recording is in use within Cleeve Wood Road Shops, Cleeve Wood Road, Downend, Bristol, BS16 2SF. This page acts as a public notice of CCTV in operation at Cleeve Wood Road Shops. Below is the process and details of the information gathered by the system.

  • The CCTV system has eight cameras installed in Cleeve Wood Road, Downend, Bristol, BS16 2SF. The cameras are managed by Cleeve Wood Road Shops Committee.
  • The CCTV system records video only, no audio.
  • Footage is securely stored and only authorised managers of the CCTV system have access to the system and it’s recordings.
  • Footage is normally retained for up to 30 days, although footage may be deleted earlier than this as part of the automated system management.
  • We cannot guarantee availability of any footage.
  • Image quality can vary depending on factors such as lighting, weather and movement. 
  • All footage is handled securely and in accordance with UK data protection law.
  • A record of requests will be kept securely for audit and data protection purposes.
  • All requests are subject to approval by the CCTV managers.
  • All CCTV requests must go through the shared committee email address (detailed below). Individual shops are not able to process requests directly, or in person.
  • The lawful basis for operating CCTV at Cleeve Wood Road Shops is for the purposes of legitimate interests, specifically crime prevention and public safety
  • The CCTV system access is restricted to authorised managers only.
  • The Cleeve Wood Road Shops Committee is the data controller responsible for the operation of the CCTV system.
  • CCTV footage cannot be accessed in person by visiting individual shops/businesses at Cleeve Wood. All requests must follow the process detailed below.

Requesting CCTV Footage: All requests must be made by email to and must include:

  • Your full name and full postal address.
  • A clear reason for your request.
  • The exact date, time and as narrow a timeframe as possible (e.g. “between 2.15pm and 2.30pm” rather than “all afternoon”).
  • Precise details of the specific location where the incident occurred.

Please Note (Please Read Below Fully):

  • Only requests that are reasonable and significant, relating to a genuine security or safety concern, will be accepted. Requests of a trivial or non-essential nature will not be processed.
  • Searching footage is done in real time. Someone from the Cleeve Wood Road shops committee must take time out from their working day to sit through the video footage and play it back manually. It is not an automated system. Even a straightforward request can take a few hours to process, and complex requests will take much longer. Please be considerate of this when making a request. 
  • Proof of identity may be required before footage can be released.
  • Footage may be provided as short video clips (.mp4, .mov or similar) or still images (.jpg or .png or similar), depending on what is practical and available.
  • Footage will typically be shared via online storage (such as Dropbox or Google Drive).
  • If a physical copy is required (for example on a USB memory stick) this will need to be provided (details will be provided to you once you have made your application). 
  • We are unable to provide any technical assistance on how to access footage provided. We cannot guarantee compatibility on any specific device.
  • Footage may be redacted or limited to protect the privacy of others. 
  • We aim to respond to requests for footage within 14 days, although this may vary depending on workload and circumstances. 
  • We cannot guarantee that suitable footage will be available, even if the time and date are provided.
  • Footage will only be shared to the extent necessary. For example, if an event occurs at 6.05pm, the footage provided will cover that specific incident and immediate surrounding timeframe, rather than extended or unrelated periods.
  • We will not provide details about specific camera angles or coverage.
  • Requests that do not contain the required information will not be processed.

Requesting CCTV as a member of the public:

  • A flat fee of £15 per request will be chargeable to cover administration.
  • If a request is particularly time-consuming, an additional fee may be required to cover the time spent.
  • Requests must still include all required details detailed above (name, address, reason, exact timeframe, and area to be checked).

Requesting CCTV as a business that contributes to the committee fund:

  • Routine requests for CCTV will usually be provided at no charge.
  • If a request is particularly time-consuming, an additional fee may be required to cover the time spent.
  • Requests must still include all required details detailed above (name, address, reason, exact timeframe, and area to be checked).

Requesting CCTV as a business that does not contribute to the committee fund:

  • A flat fee will be charged per request. This fee is set at a level that reflects the annual contribution made by businesses who do support the committee fund, to keep the system fair.
  • If a request is particularly time-consuming, an additional fee may be required to cover the time spent.
  • Requests must still include all required details detailed above (name, address, reason, exact timeframe, and area to be checked).

Requesting CCTV as the police or an official authority:

  • Routine requests for CCTV will usually be provided at no charge.
  • If a request is particularly time-consuming, a fee may still be required to cover the time spent.
  • Requests must still include all required details detailed above (name, address, reason, exact timeframe, and area to be checked).

A Final Note: The CCTV at Cleeve Wood is managed entirely by the businesses located at Cleeve Wood Road Shops through the committee. There is no outside company running this system – it is handled by us within our own working day. Reviewing footage is not automated and must be done manually, which takes time and care. Even straightforward requests can take a considerable amount of effort to process. For this reason, it is essential that anyone making a request provides all the required information clearly and in as much detail as possible. This helps us to deal with requests fairly and efficiently, and ensures that the system continues to benefit the whole community.
